Family Law courts across the state of California are observing new hours and restrictions in light of the Coronavirus outbreak. Below is a table of every court with last known status and additional means of contact.

StatewideJudicial Council Approves Temporary Emergency Measures to Aid Courts During COVID-19 Pandemic

At an emergency meeting held on March 28, 2020, the Judicial Council unanimously approved a number of measures to assist the courts. The Judicial Council’s actions follow the Governor’s emergency order empowering the Judicial Council and Chief Justice to take necessary temporary action to enable the courts to conduct business and continue to operate while responding to the COVID-19 pandemic.

StatewideCalifornia Chief Justice Tani G. Cantil-Sakauye just issued a statewide order suspending all jury trials in California’s superior courts for 60 days and allowing courts to immediately adopt new rules to address the impact of the COVID-19 pandemic.

Her order includes the following directives:

  • All jury trials are suspended and continued for 60 days. Courts may conduct a trial at an earlier date upon finding of good cause shown or through use of remote technology when appropriate.
  • Time periods to begin criminal and civil trials is extended for 60 days, though courts may conduct trials earlier upon finding of good cause or through remote technology when appropriate.
  • Superior courts are authorized to adopt any proposed rules or rule amendment that is intended to address the impact of the COVID-19 pandemic to take effect immediately, without advance circulation for 45 days of public comment. A court adopting any such rule change must immediately distribute the new or amended rule, and no litigant’s substantive rights shall be prejudiced for failing to comply with the requirements of a new or amended rule until at least 20 days after the rule change has been distributed.

AlamedaClosed March 16, 2020 – April 7th, 2020. The Court is pleased to announce that it will resume Family Court Services mediation sessions beginning the week of March 30. These sessions will be conducted remotely via telephone conference. Also beginning on March 20, Self-Help Center will have the ability to scheduled one-on-one video appointments using the BlueJeans videoconferencing service.03/27/2020
AlpineAll scheduled court hearings, with the exception of criminal matters that have statutory time constraints, will be rescheduled to May 2020 by minute order.03/20/2020

Contra CostaThe Court has requested authorization from the Chief Justice to continue its closure through April 30, 2020, and will issue a further release with details as to what Court operations will resume during any extended closure period. While Court offices and facilities remain closed, the Court will begin accepting certain urgent filings as follows

The Court will accept filings for emergency criminal and juvenile matters only beginning March 30, 2020. The Court will begin accepting certain filings for these matters on April 6, 2020. Unlawful Detainer matters may not be filed at this time. Traffic matters will not be handled at this time. The Court will not schedule hearings or reset hearings that were scheduled during the closure period until the Court reopens, with the exception of urgent matters described above and those to be set forth in Emergency Local Rules.

ImperialOn April 1, 2020, the Superior Court of California, County of Imperial intends to reopen its main courthouse in El CEntro limited to criminal and juvenile matters, restraining order cases, and other matters necessary to protect public safety. The Brawley courthouse will remain closed until at least April 6, 2020.03/30/2020

KernBeginning March 19, through March 30, only the following case types will be heard:

  5. Family domestic violence temporary restraining orders
  6. Family law ex parte hearings

  9. Civil harassment
  10. Civil ex parte requests
  11. Any other case a judge finds good cause to hear during this time

All other hearings will be rescheduled. The court will send notice to attorneys or parties who represent themselves. New order extending the conditions above still exist. More conditions have been added

KingsIn an effort to curtail the spread of the COVID-19 virus, the Superior Court of Kings County will continue to provide Self-Help and Family Law Facilitator (FLF) services in person. However, Self Help and FLF staff will be providing services inside the Court’s Lobby at the Civil Service Windows. Only one (1) person per staff member at a time will be allowed entrance into the Court’s Lobby. This will provide the recommended six (6) feet social distance space required between people. Court users will also be able to call in to the Self-Help Center to get questions answered and to be provided information regarding online services. Nothing in the Governor’s Stay-At-Home Order affects child custody and visitation orders of this court as well as custodial exchanges to facilitate those orders.03/27/2020

Placer“Effective, Monday, March 23, 2020 the Placer County Superior Court will reduce to critical minimum functions. The Court will focus on efforts on matters involving civil liberties, restraining orders, and similar emergency matters. The Court’s operations will be limited to the following: Felony and misdemeanor in-custody matters. Felony out-of-custody matters where time has not been waived. Felony out-of-custody arraignments, preliminary hearings, trial assignment and trials. Felony and misdemeanor mental health cases on the mental health treatment calendars. Felony and misdemeanor sex offense cases. Misdemeanor arraignments, including driving under the influence but excluding all other traffic related offenses. Search and arrest warrants and petitions related to bail. Juvenile justice and juvenile dependency matters. Temporary Guardianships, Temporary Conservatorships, civil restraining orders including but not limited to Civil Harassment and Elder Abuse Restraining orders, petitions related to firearms, requests for unlawful detainer stays, and all requests for emergency relief. Family Law domestic violence restraining orders, adoptions, petitions for freedom from custody and control, and termination of parental rights. The court acknowledges that it remains in the public’s interest to minimize the number of jurors summoned to the court during the current State of Emergency. RiversideEffective March 20 through April 3, 2020: The Riverside Superior Court is operating in a limited capacity and many court locations are closed or have limited hours. Additionally, the Court is hearing only specific emergency matters at this time in order to comply with federal, state, and local recommendations on social distancing.03/30/2020

San DiegoThe court is temporarily closed and is hearing only emergency matters from March 20, 2020 through April 3, 2020. All jury trials in the County of San Diego are suspended and continued for a period of sixty (60) days from the date of this order (through Friday, May 22, 2020). San Diego County residents summoned to appear between March 16 – May 22 in the Superior Court are asked not to report to any courthouse. Jury service will be considered complete for any juror with a summons within that date range. Self-Help assistance available for San Diego Superior Court emergency Services during COVID-19 pandemic. Due to the pandemic and ensuing co “shutdown,” it is unsafe to convene criminal defendants or juveniles in juvenile justice proceedings, attorneys, court staff, and judges to conduct criminal/juvenile justice proceedings.03/27/2020
San FranciscoThe Court has reduced operations and is only providing necessary and essential services. The Court intends to reduce the number of jurors, parties, and attorneys in the Court for the time period of March 17 through April 15, 2020, as advised by public health officials.04/01/2020
San JoaquinEffective Thursday, March 19, 2020, San Joaquin County Superior Court will adjust its court operations as follows:

  • All San Joaquin Courthouses will be closed to the public for general business except for limited purposes. The Lodi Courthouses are closed. The Court will be closed Monday March 30th and Tuesday MArch 31st.

San MateoCourt closed Tuesday, March 17, 2020 through April 7, 2020.

For unlawful detainer matters, March 18, 2020 through March 31, 2020 are deemed holidays. Jury trials to be suspended or extended for 60 days. The Court will not be hearing Law and Motion matters from, at least, March 17 through April 7, 2020.

Because the Court is operating at reduced staffing levels through April 7, 2020, we anticipate that Law and Motion hearings will not be heard until after April 7, 2020. Therefore, all Law and Motion matters are continued and will need to be rescheduled.

Santa ClaraCounty of Santa Clara has suspended all non-essential functions for three weeks or until such time as the order is lifted. All clerk’s office functions, including the Self-Help Center, will be closed to the public while the order remains in place. Santa CruzThe following is a breakdown of new hours for both Watsonville and Santa Cruz Court locations:

All clerk’s offices will be open from 8:00 a.m. to 10:30 a.m. each weekday (excluding court holidays). The Self-Help Center (SHC) in Watsonville will be open from 8:00 a.m. to 10:30 a.m. weekdays (excluding court holidays) for emergency and time sensitive matters only. The Law Library has temporarily eliminated in-person services while the Santa Cruz County shelter in place order is in effect. SolanoEffective March 20, 2020: Filings in Fairfield and Vallejo courthouses will be accepted via the drop-box. The clerk’s office will not be open for in-person processing. All time waived felony and misdemeanor arraignments, hearings, and court appearances in both the Vallejo and Fairfield courthouses, that are set between March 20, 2020, and April 5, 2020, are continued 60 days from their current date unless you have been otherwise notified.

All no time waived felony and misdemeanor hearings and court appearances in both the Vallejo and Fairfield courthouses, that are set between March 20, 2020, and April 5, 2020, will be heard in the Fairfield courthouse on the date presently set.

Jury Services recognizes the public’s concerns presented by COVID-19. Many criminal jury trials are being continued. As this occurs, the need for jurors lessens. Follow the reporting instructions on your jury summons to know the outcome of your jury service.

All non-traffic infraction and traffic infraction matters scheduled between March 20, 2020 and April 5, 2020 will be continued. The court will provide notice of the continued hearing date.

All juvenile delinquency and dependency detentions, arraignments and other hearings will remain as scheduled unless you have been notified not to appear or the parties have an approved stipulation or order for continuance. Matters will be heard in Courtroom 101 in the Hall of Justice in Fairfield.

The Court will continue to process requests for Temporary Restraining Orders, including domestic violence, civil harassment and elder abuse orders, and requests for emergency relief in Civil and Probate matters. Hearings currently scheduled for these matters will remain as scheduled unless case-specific arrangements are made with the scheduled department.

Orders establishing temporary guardianships and temporary conservatorships will be extended by operation of the emergency order. Any hearings currently scheduled will be continued up to 60 days and notice will be provided.

All Family Law matters, including DCSS, scheduled between March 20, 2020 and April 5, 2020 will be continued 60 days from currently set date. The court will provide notice of the continued hearing date. The court will continue to process requests for emergency Family Law orders on an ex parte basis.

The Self-Help Center is closed for public access. Requests for assistance may be made by email at [email protected].

Civil matters scheduled between March 20, 2020 and April 5, 2020 will be continued. All civil jury and court trials, including small claims and unlawful detainer hearings, set between March 20 and April 5, 2020 are continued. The court will provide notice of the continued hearing date. Any civil case which required publication of notice by newspaper will remain on calendar.

Pursuant to a General Order signed by Presiding Judge, Brett Alldredge, the court is restricting public access to the courthouses. VenturaThe Venture Superior Court will continue with limited operations from Monday, March 23, 2020 to Friday, April 17, 2020. Supreme Court of CaliforniaThe Supreme Court continues to closely monitor the evolving COVID-19 coronavirus situation, and is following guidance provided by federal, state, and local health authorities to limit the spread of the virus. In response to the coronavirus situation, the court has adopted expanded e-filing rules for litigants, extended the deadlines under the California Rules of Court for an additional 30 days for all Supreme Court proceedings, and until further notice will be conducting oral argument from the San Francisco Supreme Court Headquarters building with counsel appearing through teleconferencing, videoconferencing, or similar methods of remote participation. The court has also implemented additional social distancing and density controls.03/27/2020
United States District Court Northern District of CaliforniaChief Judge Hamilton has issued General Order 74, Temporary Use of Teleconferencing, Videoconferencing, and Other Procedures in Criminal Matters Pursuant to the Coronavirus Aid, Relief, and Economic Security Act (“CARES ACT”), and General Order 75, Temporary Suspension of Rules Regarding Personal Service by the United States Marshals Service During COVID-19 Public Health Emergency.03/30/2020
United States District Court Eastern District of CaliforniaEffective immediately through May 1, 2020, the United States District Court for the Eastern District of California hereby issues the following Order to supplement its prior orders issued on March 12 and 17, 2020, with the findings relied on in those orders incorporated in full herein:

In light of the current coronavirus (COVID-19) outbreak, all courthouses of the United States District Court for the Eastern District of California shall be closed to the public. Only persons having official court business as authorized by a Judge of the District Court or the Bankruptcy Court, or a healthy building tenant having official business on behalf of a tenant agency, may enter courthouse property. This order applies to the following divisional locations:

  1. The Robert T. Matsui United States Courthouse, 501 I Street, Sacramento;
  2. The Robert E. Coyle United States Courthouse, 2501 Tulare Street, Fresno;
  3. The Redding Federal Courthouse, 2986 Bechelli Lane, Redding;
  4. The Bakersfield Federal Courthouse, 510 19th Street, Bakersfield;
  5. The Yosemite Federal Courthouse, 9004 Castle Cliff Court, Yosemite; and
  6. The Modesto U.S. Bankruptcy Court, 1200 I Street, Second Floor, Modesto.

All of the court’s civil matters will be decided on the papers, or if the assigned Judge believes a hearing is necessary, the hearing will be by telephone or video conference. This applies to all matters including motion hearings, case management conferences, pretrial conferences and settlement conferences.

In civil matters and bankruptcy matters in which parties represent themselves (pro se litigants), those parties are strongly encouraged to file documents by mail. For those unable to file by mail the court will provide drop boxes for filing inside the entrances to the Sacramento, Fresno and Modesto courthouses, that otherwise previously have accepted hand-delivered pro se filings in the Clerk’s Offices for those courts.

In the court’s criminal matters all initial appearances, arraignments and other essential proceedings will continue to be held before the duty Magistrate Judges, unless the parties agree to continue them; to the full extent possible matters that are maintained on calendar shall be conducted by telephone or video conference.

In criminal cases before the District Judges, the assigned District Judge may continue matters to a date after May 1, 2020, excluding time under the Speedy Trial Act with reference to the court’s prior General Order 611 issued on March 17, 2020, with additional findings to support the exclusion in the Judge’s discretion; if any criminal matters are maintained on calendar, to the full extent possible they shall be conducted by telephone or video conference.

Any Judge may order case-by-case exceptions to any of the above numbered provisions for non-jury court matters at the discretion of that Judge or upon the request of counsel, after consultation with counsel.

United States District Court Central District of CaliforniaThe United States Courthouses in Los Angeles, Santa Ana, and Riverside will remain open for business, subject to the following limitations. March 17, 2020. Effective immediately, the Court will not call in jurors for service in civil or criminal jury trials until April 13, 2020 or otherwise ordered by the Court. The Court may issue other orders concerning future continuances as necessary and appropriate. All courtroom proceedings and filing deadlines will remain in place unless otherwise ordered by the presiding Judge. Effective immediately and until further notice, the Court grants to mediators the authority to excuse a party, a party’s representative, or an attorney from in-person attendance at a mediation conducted under General Order No. 11-10. At the discretion of the assigned mediator, mediations held through the Court’s ADR Program may be conducted by video or telephone conference.03/23/2020

California Courts of Appeal – First DistrictOral arguments scheduled for March 18, March 19 and April 6 have been canceled and will be rescheduled. All in-person oral arguments have been temporarily suspended. Attorneys who chose to present oral arguments must do so by telephone.03/18/2020
California Courts of Appeal – Second DistrictSuspended all in-person oral arguments. Counsel must now appear by video or telephone. An order was issued by the 2nd District Court of Appeal authorizing the court to extend the time to do any act required or permitted under the California Rules of Court by 30 additional days (Order). 9th Circuit Court of AppealsOral Arguments: Arguments currently scheduled in March, April, and May 2020 are being evaluated one at a time and orders will issue in those cases giving direction to the parties. Panels may exercise their discretion under the rules to submit cases without argument; to postpone argument to a later date; or to hold argument via telephone or video. When argument is held, it will be live streamed to facilitate public access.

Access to the Courthouse: Until further notice, our courthouses are closed to the public during non-court weeks. Attorneys and parties who have access to CM/ECF are strongly encouraged to use it for everything, including new petitions for review and original proceedings.

Filing Deadlines & Paper Copies: Because the national response to the pandemic has disrupted services of all kinds, the Court will extend non-jurisdictional filing dates as needed. Due dates for notices of appeal, petitions for review, and any document that confers jurisdiction on this Court, are set by statute or rule and are unaffected by this notice. Please follow the instructions in the next section to seek an extension of time to file a brief. The court will issue instructions for seeking extensions of other types of non-jurisdictional deadlines in the coming days
